COVID-19 UPDATE: Public Meetings

As municipalities consider health and safety guidelines and take precautions to prevent the spread of COVID-19, public meetings have gone online. Participation in Council meetings is just as important as ever. We understand the frustration many are feeling when trying to navigate the various methods of virtual meetings. We have compiled a guide for how to view and participate in public meetings so that your voice can be heard.

PHOENIX

  • City Council meetings can be live streamed at phoenix.gov or Phoenix Channel 11, or listened to the by call by following the steps on their website.
  • Residents can submit a speaker card on any item on the City Council Formal Meeting agenda before 1:30 p.m. on the day of the Meeting by emailing councilmeeting@phoenix.gov or calling 602-262-6001. Please indicate the item number and if you wish to speak on an item. If you wish to speak, staff will email you the link on how to participate virtually.

TEMPE

  • All Board and Commission meetings, with the exception of the Development Review Commission, Hearing Officer, and Board of Adjustment, are canceled or postponed until after April 30.
  • Members of the public may view the live meeting proceedings on Tempe Channel 11 and/or submit written comments to councilcommunicator@tempe.gov prior to the meeting. People can also attend the meeting virtually though Cisco Webex Events.

SCOTTSDALE

  • City of Scottsdale Board and Commission meetings are cancelled at least through the end of April unless the public body has a specific business or statutory need to meet.
  • Until further notice, Council meetings will be held electronically. While physical facilities are not open to the public, City Council meetings are televised on Cox cable Channel 11 and streamed online at ScottsdaleAZ.gov to allow the public to listen/view the meeting in progress.
  • Only written comments submitted electronically at least one hour prior to the meeting are being accepted. A written Public Comment may be submitted electronically by clicking on the “click here to submit a comment on an item” link at the top of the agenda.

MESA

  • City Council Meetings may be watched on local cable Mesa channel 11, online at Mesa11.com/liveYouTube, or Facebook, or listened to by calling 888-788-0099 or 877-853-5247 (toll free) using meeting ID 5301232921 and following the prompts.
  • Public participation will be available electronically. If you want to provide a written comment or speak telephonically at the meeting, please submit an online public comment card at least 1 hour prior to the start of the meeting. If you want to speak at the meeting, you will need to indicate on the comment card that you would like to speak during the meeting, and you will need to call in at the number provided above prior to the start of the meeting. You will be able to listen to the meeting; and when the item you have indicated that you want to speak on is before Council, your line will be taken off mute and you will be given an opportunity to speak.
  • Applicants and their representatives that have items on the Council agenda and who want to be able to comment on their item or be able to answer questions should fill out this Applicant online comment card at least 1 hour prior to the start of the meeting and call in at the number provided above prior to the start of the meeting. You will be able to listen to the meeting; and when the item you have indicated that you want to speak on is before Council, your line will be taken off mute and you will be given an opportunity to speak.

CHANDLER

  • City Council meetings will be aired live on Cox Cable 11, CenturyLink Channel 8502 and streamed through YouTube.
  • To participate in the meetings, public comments relating to Agenda Items or Unscheduled Public Appearance Comments can be submitted on this Public Comment Form which are submitted to the City Clerk’s Office. All comments relating to the Meeting Agenda received prior to 5 p.m. on the meeting date will be read into the record at the meeting.

GILBERT

  • Town Council Meetings will be broadcast on Cox Channel 11 (for Gilbert residents with cable service) and a live stream of the meeting will be broadcast online. These meeting are also recorded and available for view anytime on the Gilbert Live website.
  • Members of the public who wish to address the Town Council can do so via email, online public comment card, telephonically, or via WebEx Online Meeting. Instructions can be found on the Town’s website.

PEORIA

  • A live stream of City Council Meetings will be broadcast so that members of the public may view and listen to the meeting online at Facebook and YouTube.
  • Members of the public are NOT PERMITTED TO ATTEND THE MEETING IN PERSON but instead may attend and listen to the meeting remotely by viewing the meeting via the live stream broadcast. Until further notice, upcoming Peoria City Council Meetings will not include any items that will involve time set aside for public comments at the dais. Rather, members of the public with comments and questions regarding items on this agenda are asked to submit them via Facebook, or email to cityclerk2@peoriaaz.gov no later than 7:00 p.m. on the day of the City Council Meeting. In addition to viewing online, Peoria Residents may also view the meeting live on Cox Channel 11 or Century Link Channel 8509.

GLENDALE

  • City Council Meetings can be viewed using Zoom online meeting platform. Residents can call and listen to the meeting by following the steps on the Glendale website.
  • To submit comments on a meeting agenda item, or to comment in the Call to the Public for non-agenda items, please email revitalization@glendaleaz.com. Staff will read the first five minutes of your written comments for agenda items, and the first three minutes of your written comments for Call to the Public, non-agenda items. Your entire email will be included into the record.
  • Residents can submit recorded comments on a voting meeting agenda item, or to comment in the Call to the Public for non-agenda items, by calling 623-930-2686 and leaving a voicemail recording of your comments. Staff will play the first five minutes of your comments for agenda items, and the first three minutes of your comments for Call to the Public, non-agenda items.

SURPRISE

  • The City of Surprise streams and broadcasts its City Council meetings. To watch live, please visit the City of Surprise website or Facebook page. Cox channel 11 and Century Link channel 8513 also carry the meetings live.
  • To submit email comments, including Call to the Public for non-agenda items, please email publiccomments@surpriseaz.gov prior to the start of the meeting, which is generally 4 p.m. for Work Sessions and 6 p.m. for Regular Sessions. Please check the agenda for exact times. Only comments received prior to the start of the meeting will be considered and included in the record.
  • To comment live by phone for Call to the Public for non-agenda items or for agenda items, please call 623.222.1250 prior to, or during, the meeting to have your name placed on a callback list. If you reach voicemail, please leave your name and phone number. The City Clerk will call those wishing to comment from the dais during the meeting, and the call will be streamed through the Council Chamber audio system. Only calls received before or during Call to the Public for non-agenda items or before action is taken on the subject agenda item will be accepted and streamed. No calls will be accepted after action has been taken upon or an agenda item has otherwise concluded.
