MESA CITY COUNCIL UNANIMOUSLY APPROVES REZONING APPLICATION FOR FIESTA REDEFINED

7-0 Vote Takes Next Major Step Toward Transforming Long-Vacant Fiesta Mall into a Thriving Community Hub

MESA — In a major milestone for the revitalization of Mesa’s once-iconic Fiesta Mall, the Mesa City Council last night unanimously approved the rezoning application for Fiesta Redefined, the transformative redevelopment of the vacant 80-acre site. Spearheaded by Arizona-based Verde Investments, the project promises to create a vibrant mixed-use and pedestrian-friendly community, including new housing, retail shops, restaurants, office space and recreational amenities.

“This unanimous vote speaks volumes about the collaborative spirit of Mesa,” said David Leibowitz, spokesperson for Verde Investments, which spent years amassing the nine parcels comprising the site. “We are deeply grateful to the Mesa City Council, city Planning staff, and the residents and business owners who provided valuable input to ensure this redevelopment meets the needs and aspirations of the community. Fiesta Mall, once a shopping destination beloved by the community, had been completely vacant since 2019 after years of decline. With demolition complete, the Fiesta Redefined project envisions a live-work-play community featuring:

●      Up to 4,000 new units of housing.

●      Up to 1.85 million square feet of retail and commercial space.

●      Over 500,000 square feet of open space, including walkable, bike-friendly, and pedestrian-focused amenities.

●      A design that prioritizes progressive, creative, and environmentally respectful architecture.

The approval by Council shifts the property’s zoning designation from Limited Commercial to Infill Development District-2 (ID-2), aligning the redevelopment with the Mesa 2050 General Plan. This change allows Verde Investments and the City of Mesa the flexibility to adapt the project as it evolves, ensuring it remains responsive to community and market needs.

“We’ve worked closely with Mesa’s planning team and leaders to craft a redevelopment plan that reflects the community’s values and aspirations,” said Leibowitz. “This approval paves the way for a thriving, dynamic destination that will boost Mesa’s economy, create jobs, and help address the Valley’s housing shortage.”

Verde Investments has partnered with Nelsen Partners, the architectural firm behind numerous successful mall redevelopments, including the ongoing transformation of Paradise Valley Mall. The Fiesta Redefined team has engaged extensively with Mesa residents and business owners, hosting public meetings to gather feedback and refine the project.
